Court fines noisy neighbour from Brighton and confiscates his TV and stereo

A noisy neighbour has been left without his TV and stereo after Brighton magistrates fined him for causing a disturbance.

They also ordered that Steven Covill, of Cranbrook in John Street, Brighton, should forfeit all his noise-making equipment.

He was prosecuted by Brighton and Hove City Council for breaching a noise abatement notice.

At Brighton Magistrates’ Court the bench was told that he blasted out music, sang loudly, banged and made “woo woo” noises.

He was found guilty of two counts of breaching the noise abatement notice that had been served on him.

The noise abatement notice was served on Friday 16 November for blaring out songs such as Written in the Stars by Tinie Tempah at excessive volume.

But he carried on, the court was told, with breaches recorded on Friday 21 December and also Monday 4 February, causing his neighbours great distress.

Covill was fined £600 for each of the two offences and ordered to pay £693.73 in legal costs and a £60 victim surcharge, making £1,953.73 in total.

Councillor Pete West, chairman of the council’s Environment and Sustainability Committee, said: “It really is sad that neighbours were subjected to this level of noise nuisance.

“Everyone is entitled to peace and quiet in their homes and the council will not hesitate to take action against persistent noisy neighbours.”
