The new year looks like it has started as it means to go on:
with the prospect of more licensing and regulations affecting landlords. This time it’s Homes in Multiple Occupation (HMOs) that have fallen under the radar.

HMO licensing
Changes to HMO licensing were proposed in parliament before 2018 had barely kicked off. They included a proposal to extend HMO licensing to low-rise homes and flats.
At the moment HMOs that must be mandatorily licensed are of three storeys or more. The proposal is that this should be changed to any property – regardless of height – occupied by five or more people from two or more households.
In terms of scope, the new rules – if approved by Parliament – will bring a further 160,000 properties under the mandatory licensing scheme.

Other changes affecting HMOs
It’s not the only aspect of HMO licensing that has come under scrutiny.
The HMRC is currently looking to make it compulsory for any landlord applying for an HMO licence to be registered with HMRC first.
The intention here is to crack down on overseas landlords letting out HMOs in the UK, and also to highlight any UK landlords who are not paying the right amount of tax.
At the same time, minimum size requirements are being introduced for bedrooms in HMOs.
Rooms used for sleeping by one adult must be larger than
6.51 sqm, and those accommodating two adults must exceed 10.22 sqm. Rooms slept in by children (under ten years) must be larger than 4.64 sqm.

It seems that 2018 looks set to follow the pattern set by the previous year. There will be more, and stricter, compliance demands for landlords to meet.
